Modi and Abbott hold talks, sign pacts on social security, narcotics

Prime Minister Narendra Modi and Australian Prime Minister Tony Abbott on Tuesday held talks and sought early conclusion of negotiations for a comprehensive economic partnership agreement and a closure on the civil nuclear deal.
After the two leaders held talks, India and Australia signed five pacts on social security, transfer of sentenced prisoners, combating narcotics trade, tourism, and Arts and Culture.
"We also agreed on seeking early closure on the civil nuclear agreement, which will give Australia a chance to participate in one of the most secure and safe nuclear energy programme in the world," Modi said in a statement to the media at a joint press conference with Abbott.
Later, while addressing the Parliament, Australian Prime Minister Abbott said, "If all goes well, Australia will export uranium to India under suitable safeguards because cleaner energy is one of the most important contributions that Australia can make to wider world."
Modi, while talking about India-Australia ties, said, "This is a natural partnership, arising from our shared values and interests, and our strategic maritime locations. India and Australia have a great economic synergy."
"There are huge opportunities for partnership in every area we can think of - agriculture, agro-processing, resources, energy, finance, infrastructure, education, and science and technology," Modi said.
Abbott, in Parliament, said, "By the end of the next year we will have a Free Trade deal with what is potentially the world's largest market."
Modi emphasised that the economic climate in India has changed.
"I believe it will be a lot easier to convert opportunities into concrete outcomes," Modi said.
Modi also announced that India will organise a 'Make in India' show in Australia in 2015 while Australia would hold a business week in India in January next year.
"Prime Minister Abbott and I discussed what we should do to impart real momentum to our economic partnership.
Reconstituting the CEO Forum is an important step. We have agreed to speed up negotiations on the Comprehensive Economic Partnership Agreement. I also asked for easier access for Indian business to the Australian market and quicker investment approvals," Modi said at the joint press conference.
India and Australia also agreed on a Framework for Security Cooperation.
"I greatly welcome the New Framework for Security Cooperation. Security and defence are important and growing areas of the new India-Australia partnership -- for advancing regional peace and stability, and combating terrorism and trans-national crimes," Modi said.
"This morning's visit with prime minister Abbott to the Australian War Memorial reminded us of the need to strive together for a better world," he said.
Modi, who is the first Indian prime minister to visit Australia in 28 years after Rajiv Gandhi in 1986, said "I would like to say that it has been nearly three decades since the last Prime Ministerial visit from India. The fact that we have exchanged visits in two months is a sign of better times to come."
Modi also thanked Australian Prime Minister Abbott, the people and the federal and the state governments of Australia for a wonderful visit so far.
"Prime Minister Abbott and I have spent the last week together at the East Asia Summit, the G20 and for this bilateral summit. This reflects the broad framework of our relationship, defined by a growing partnership in the cause of a peaceful and prosperous world, and a strong and broad-based bilateral relationship," he said.
Modi also touched upon cultural and sporting ties between the two countries, saying that cricket and hockey are the "natural glue" between the people of the two countries.
"I am pleased with the new Cultural Exchange Programme signed today. India would establish a Cultural Centre in Sydney by February 2015. We plan to hold a Festival of India in Australia in 2015 and tourism weeks in Australia," Modi said of the agreements signed in the cultural and tourism sector.
"The Social Security Agreement is a really positive development. It will help in making our business relations stronger, especially in the Services Sector," he said.
Modi and Abbott had summit talks in Delhi last month during which India and Australia sealed a landmark civil nuclear deal that will facilitate sale of uranium to New Delhi.
The two leaders had earlier directed their respective negotiators to conclude the administrative arrangements pertaining to the civil nuclear pact at an early date that will facilitate uranium trade.
Australia has about 40 per cent of the world's uranium reserves and exports nearly 7,000 tonnes of yellow cake annually. India and Australia had commenced negotiations for the sale of uranium in early 2012.
The two-way trade stands at a relatively modest $15 billion a year compared with $150 billion for Australia's two-way trade with China.

"My sincere request to superstar Rajinikanth and Kamal Hassan is not to enter politics and not get caught in the grip of political activities", he said.
On Sunday, Rajinikanth had said at the launch of the audio and trailer of his tri-lingual action-thriller 'Lingaa' that politics is dangerous and deep and he was not afraid of it, but hesitant. "In politics you need strong roots," he had said.

NEW DELHI: The Ganesh Chaturthi festival is celebrated with much pomp and grandeur in the western part of India, but Delhi with its mixed culture is catching up. 

Mumbai, home to Bollywood actors and other celebrities has various Ganesh pandals across the city with the most popular being the Lalbaugcha Raja. Situated in Lalbaug market area, the pandal, founded in 1934, is said to attract millions. 

Now, modelled on the popular Mumabi pandal is the 'Raja Lalbaugcha Ganpati' pandal in Pitampura here. Organisers claim that they have for the first time brought the Ganesh idol from Mumbai and even fetched the priests from there. 

"It's the God's call. He directed us and we decided to get the Lalbaug Ganpati to the city. We are hopeful that we'll get to see as many worshipers as in Mumbai," says Rajesh Gupta, secretary and 'mela mantri' of the city's Raja Lalbaugcha Ganpati trust. 

The Ganesh Chaturthi festival, signifying the birth of Lord Ganesha, is set to begin from August 29 and continue at the Netaji Subhash Place Ground in Pitampura here until September 8, when the idol will be immersed. 

"The Ganesh idol will be as large as the one in Mumbai. In fact, the idol and the priests, all have been bought from Mumbai," says Gupta. 

Organisers say the stalls at the pandals that would remain open round the clock and serve 'modak', a sweet dumpling. 

While visitors at Mumbai's Raja Lalbaugcha pandal often stand in two lines, to pay their obeisance, including one where they can directly touch the idol's feet, those in Delhi would have a solitary line. 

"It might be present there but we are not doing it here. Here, no one will get to go onto the stage but everyone is free to worship from near the stage," says Gupta. 

A 'Raja Lalbaug Ganpati Rath Yatra' has also been scheduled on August 27. 

"There will be different bands and the procession will be taken out with lot of celebration. However, this Ganpati will be different from the one in the pandal," says Gupta. 

The city's Tamil community have also been organising Ganesh Chaturthi since 2005 at the Sankatahara Ganapathy Temple in Vasundhara Enclave. 

"Sankatahara is the 32nd form of Lord Ganesha. So every year we take out a procession on an elephant with Ganesha's idol on it, before Vinayaka Chaturthi. 

"This time we began the celebrations with the Ganesha Utsav on August 24. The procession started with chanting of vedas and children dressed as God and Goddesses went around neighbouring societies," says N Rajasekhar, secretary activities, Vasundhara Enclave Sarveswara Samaj.

Ukraine crisis: 'Thousands of Russians' fighting in east

A pro-Russian rebel leader in eastern Ukraine has said 3-4,000 Russian citizens are fighting in their ranks.
Alexander Zakharchenko told Russian TV many of the Russians were former servicepeople or current personnel on leave.
He was speaking as rebels captured the town of Novoazovsk and threatened to take the city of Mariupol, after opening a new front in the south-east.
Reports say they are advancing on the city, a key port on the Sea of Azov.
Ukraine says Russian forces have crossed the border and are supporting the rebel attack, but Moscow has repeatedly denied arming or covertly supporting the rebels.
There are suspicions that Russia wants to divert Ukrainian forces from the besieged cities of Donetsk and Luhansk, further north.
Government forces have made significant advances against the separatists in recent weeks.
In other diplomatic developments:
  • An "increasing number of Russian troops" are involved in the fighting, the US ambassador to Ukraine, Geoffrey Pyatt, writes on Twitter
  • German Chancellor Angela Merkel demands an explanation from Russia's President Vladimir Putin amid the reports of an incursion
  • French President Francois Hollande says it would be "intolerable" if Russian troops are in Ukraine, and demands that Russia stop sending aid to the rebels
  • The Organisation for Security and Co-operation in Europe (OSCE) is holding a special meeting in Vienna to discuss developments in Ukraine.
Ukrainian forces 'leaving'
Mr Zakharchenko, who is prime minister of the self-declared Donetsk People's Republic, said Russian citizens were coming to Ukraine to fight because they felt it was their duty.
"There have been around 3,000-4,000 of them in our ranks," he said, adding that the rebels' struggle would have been much harder without them.
But he insisted that any Russians fighting on the rebel side were doing so voluntarily.
"Many former high-ranking military officers have volunteered to join us. They are fighting with us, considering that to be their duty," he said.
"There are also many in the current Russian military that prefer to spend their leave among us, brothers who are fighting for their freedom, rather than on a beach."
Ukraine's security and defence council confirmed reports that Novoazovsk had been captured by the rebels, whom they described as "Russian troops".
It said it had withdrawn its forces to save their lives, and they were now reinforcing Mariupol's defences.

A Ukrainian company commander, Vladimir Shilov, told Ukrainian TV that he had heard from sources inside the town that it was blocked by tanks and no-one was allowed to leave. Local officials had already fled to Mariupol, he added.
A spokesman for the rebels told Interfax news agency that Novoazovsk was under their control and they would soon "liberate" Mariupol.
Reports on Twitter suggested the rebels were already advancing towards Mariupol, and rebels said they had captured checkpoints to the west of the city.
The port has until now been peaceful and cut off from rebel positions.
Rebels have been trying for weeks to break out of an area further north in the Donetsk region where they are almost encircled.
Analysts say the separatists could also be seeking a land link between Russia and Crimea, which also would give them control over the entire Sea of Azov.
Russia annexed the Black Sea peninsula of Crimea from Ukraine in March.
